- Cook macaroni according to package directions, drain, and let cool completely.
- In a large bowl, whisk together mayonnaise, red wine vinegar, salt, and pepper.
- Add macaroni, bell pepper, red onion, celery, carrot, relish, banana peppers, bacon and cheese.
- Gently stir until everything is well coated.
- Cover and refrigerate for at least 1 hour before serving.
